Not sure, but I think these are red-necked phalaropes.

Phalaropes are frequent sightings

These tiny birds are often sighted sitting on floating seaweed or flying over the water in perfect formation. When you see how small and delicate these birds are one wonders how they survive the harshness of the ocean.
